It depends on what dive gear you already have. I first invested in my own kit - mask, fins, computer, wetsuit, bcd, regs and gauges. With your own gear, you are likely to dive more and you are more comfortable. Then I would invest in a camera.
There are also some great entry level camera options that are reasonably priced from compact digital cameras to underwater video cameras that may let you start capturing memories sooner.
