It depends if the filler(dive shop) is using partial pressure blending or using a membrane nitrox system. Partial pressure blending consists of adding pure O2 to the tank and then adding air to determine the final EAN percentage. Because the tank receives pure O2 first the tank must be O2 cleaned .
