The only time this has been an issue for me is when we are conducting open water check out dives in a lake where people are skiing and tubing. We try to always use a cove with out a boat ramp but not always possible especially on July 4th weekend and Memorial day weekend.

in areas were diving is very common, i notice that boaters do tend to notice and keep the proper distance, but in places that divers are less often, boaters don't always seem to know the proper distance to stay away from a diver down flag.

They usually do notice it, but most of the time they do not keep the proper distance.

You can't assume all boaters know/ respect the dive flag.  You can't fix idiot.

Depends where you are but here in CT (Tr-State) area, it seems boaters can get a license with little to no training. I'm afraid many people are ignorant about diving and what the flag means. Not good...

I took my boat over to a fairly quite area to clean the bottom of my boat and nobody seemed to know what the flag was or paid action.
