I try to use the frog kick when I am fossil diving because it won't kick up as much silt which lowers the visibility, this includes helicopter turns. I will use a flutter kick if I need to get somewhere quickly, or if I am diving well above the ocean floor/reef where i won't be kicking any of the silt up or kicking any of the reef by accident.

Around reefs and light silt the frog kick allows you to easily move around without damaging corals or running your visibility, small flutter kicks also work but are less efficient.

I use flutter but frog kick is actually better, at least in my book. I need to improve my frog.

I use flutter when diving most of the time and frog kick when cave diving.
