Depends on the types of sharks you want to see.  SA will be great whites and will require cage diving likely.  Maldives is good.  Fiji I can't speak to.

But depending on where you are located, I would also add Bahamas to your list.  Great dives with reef sharks, tigers and hammerheads (Nassau and Bimini).  Also Galapagos is going to be tons of hammerheads and other species such as white tips.

agree with dnadavis, it depends on what you want to see, Bahamas is a pretty sweet shark hot spot - I want to go there someday to dive with the tiger sharks among others. I'd love to go to South Africa or Galapagos for cage diving with Great Whites one day too... Also the east coast of FL, around Jupiter has Lemon shark migrations, and I heard those are really cool to see... can't remember if they also have any hammerhead migrations, but that would be cool too.

In my opinion none of the above...for Great Whites, the Guadalupe Islands off Mexico are really tops. Expensive but when you take into account the shear number of sharks and the water conditions I feel it is unbeatable. They also use very good protocols as a general rule to insure safety and conservation of the animals.
