Have you witnessed aftermath of oil (and dispersants) in the Gulf of Mexico? If so, please explain.

When I first moved to Texas in 1971 and would go to the beach. There would always be black tar on the beaches. It was so bad that different places they would be containers on the beach to clean off the tar. Now days I don't see the tar. What I have seen large piles of sea weed. While diving on the oil rigs the only leaking I've seen is gas bubbles.
