I have been in water as cold as 38 F. This has been in several quarries here in Ohio early in the dive season at depths below 70 feet.

Dutch Springs in Bethlehem, PA, two weeks ago. My computer registered a temperature of 47°F in the lake. I was getting certified for drysuit that day so thankfully I didn't end up with hypothermia, but lord, it was cold!

I try not to dive in water below 68 degrees. I had to make a deep dive for my Divemaster cert and went through 3 thermoclines to a temp of 48 at 120 ft in a 5 mil wetsuit. Not very enjoyable but had to do it lol. I like warm tropical waters.
