Keystone, Whidbey Island, Washington. Incredible visibility.  During summer the light hits the kelp.  Great micro life, wolf eels, octopus.   The jetty area has large Ling Cod.  The pilings area is like diving an aquarium.

I haven't dove it yet, but I always hear about the Blue Heron Bridge on the east coast of Florida: http://blueheronbridgescuba.com/

I plan to do this dive eventually, one day!

Monterey, california.   Cold waters, but, beautiful kelp beds and easy access.  Park your car, tanks available and jump in.

I love Monterey and dove it for seven years. After about a year we bought a boat still miss diving kelp.
