What's the best setup for surf fishing fluke (rod, reel, line, leader, lures or bait)?

I use a Carolina rig, two large hooks and a 4-8 oz spider weight.. usually live shrimp, or piggy perch or wahoo

I use a shorter rod, 7 foot spinning rod matched with either a 3500 or 4500 Penn Spinfisher reel. The size of the reel depends on the weight of the lures I'll be throwing...heavier if the surf is heavier, lighter if not. I throw bucktails 3/8 ounce to 1 ounce, again depending on the seas. I use a double rig, with the ducktail on a loop knot on the bottom and then a second rig about a foot above that. On the upper hook I'll use a plain hook with a Gulp swimming mullet, a DOA shrimp or paddle tail, or a Tsunami paddle tail lure. I have caught fluke on both the top and the bottom hooks about equally. I use the shorter rod as I do not have to cast far in order to catch fish..the flounder are usually in closer.

Live mud minnow on fish finder rig.  Use as light a weight as possible so fish won't feel it.  You want rod sensitive enough to feel fish take bait into its mouth.  The fish will sorta of scale the minnow which is first nibble. You want to wait till second nibble and then set hook.  You need to keep hand on rod the whole time so you can feel the fish.  I usually fish with 7ft rod and small to medium sized reel and 12-17lb mono.  If you know how to fight the fish, you can use reel with weaker drag.
