What are the best tide conditions for fishing fluke in the surf?

Outgoing tide is best, incoming is second and slack tide is worst

I generally try to catch the outgoing tide and some of the incoming...an hour or two on either side.

Catch a couple hours of outgoing and stay for a couple hours of incoming, no matter what time of day.
