It depends on the bait... Live bait is slow troll, just out of N. You want to go just fast enough to keep the baits from swimming under the boat or crossing lines. Let the bait do the work of attracting the fish.
Dead natural baits just a little faster...plugs and spoons usually 5-6 (k)mph.
