for the money and My convinience I would choose Key Largo Florida (Rainbow Reef Dive Center). The water is as warm and clear as Cozumel. The Reefs are fantastic. the wrecks are very cool, especialy the Speigle Grove. and another thing is you dont have to deal with customs.
