My son's first rod was one of the small ice-fishing rods. Don't know what the real purpose of them selling them in Florida, but it worked great for him! He even caught his first Red on it...little dink of thing, but I was till a proud daddy! :)

Tough question with lots of variables. Thinking about flounder and croaker, take a look at a Zebco 808 saltwater spincaster with an Ugly Stik casting rod. The 808 is a little big for little people but it is an awesome saltwater reel. It is very simple to use. It is also capable of handling braid if you wish.
I love introducing young children to fishing. It try to ensure we are catching fish more than just fishing. And I always bring along live bait (even it we are not using it). Kids loves to interact with minnows and shrimp.

Here was an interesting article I found that should help you out, I think every young kid started on a Zebco, so you could always go that route.

I feel you don't need to spend a lot of money on a kids first rod. They always take a lot of abuse. Go to a local walmart or sporting good shop and get a light rod about 5' with a level wind reel if fishing from a boat. Spooled with some 20# test.
