I dive mostly lakes, should I consider steel or aluminum for my tank?

What every you are comfortable with. All of mine are Aluminum. They are lighter, more Buoyant, and they don't rust. But that just my opinion. I dive fresh and salt and always use aluminum.

I have both with steel you don't have to carry as much weight. So personal preference.

No best, steel has more weight and more air. If you want to stay down longer use steel. The water makes no difference.
